Tapeigaster digitata

Tapeigaster digitata have all femora somewhat similarly thin, the fore femora have a long anterodorsal dark stripe (inner side) in addition to the apical dark ring, all tibiae have two dark rings (sub-basal and apical), antennae and proboscis dark (palps pale), and the mesoscutum and (more noticeably) the pleura are entirely dusted. T. annulata is most similar but have proboscis entirely pale, fore femora dark only apically, and pleura shiny (lacking the dusting).
