Cocoons coating a destroyed caterpillar. A couple of the cocoons still seem to house pupae, and you can see a waist, so presumably the caterpillar has been parasitised by a wasp. The eggs are injected inside, then hatch. The larvae eat the living caterpillar. When the caterpillar is close to dying the larvae then leave to mature into adult wasps.
